Yes. A lot of turtles actually require their tails to be entwined to actually copulate.

It helps makes guidance easier. The shells are an obstacle usually.

Proximity to instinctive spots is a powerful thing. Between wings is like courtships. Tails is definitely trying to round the bases.

In my defense, my wings didn't even come bundled with, "okay, this muscle does this, here's how you hold them, this is flapping, you adjust your flight feathers like so." I was so bad at it all, Tellochi. So, so, so bad.
